Main regulation hub

REACH

REACH is more than SVHC. Product work can involve the Candidate List, Article 33, Annex XIV, Annex XVII, SCIP, and supplier information. These topics are connected, but they are not the same obligation.

What this hub helps organize

The sections separate legal concepts, product and material context, supply-chain evidence, and common customer requests. That makes it easier to identify which requirement a report, declaration, BOM, or questionnaire should answer.

REACH basics

Start by identifying whether the product is a substance, mixture, or article, then consider the company’s role in the supply chain. Manufacturer, importer, and downstream-user roles can lead to different obligations.

Check first in practice

  • Legal classification of the product or material
  • Supply-chain role
  • Market and customer requirements

Candidate List / SVHC

SVHC refers to substances on the Candidate List. Whether an article triggers information duties still depends on the substance, concentration, article, and supply-chain context; the Candidate List is not a universal product ban list.

Check first in practice

  • Whether the substance is on the Candidate List
  • Article information and supply-chain communication
  • Whether existing supplier declarations align

Annex XIV — Authorisation

Annex XIV is the Authorisation List. It should not be treated as interchangeable with the Candidate List; use and placing-on-the-market questions need to be checked against the listing, use, dates, and conditions.

Check first in practice

  • Whether it is listed in Annex XIV
  • Use and supply-chain context
  • Latest application date / sunset date

Annex XVII — Restrictions

Annex XVII is about restriction conditions. Check the substance or material, product or use, concentration or other conditions, and whether placing on the market is involved.

Check first in practice

  • Restriction entry
  • Product, material, and use scope
  • Applicable conditions, limits, and exceptions

SCIP

SCIP belongs in the REACH hub because it is closely connected to Candidate List information in articles. Its legal basis, however, is the Waste Framework Directive rather than REACH itself.

Check first in practice

  • Article and Candidate List information
  • EU-market supply context
  • SCIP submission data structure

Supply chain and practical evidence

A customer REACH or SVHC request does not automatically mean testing. First compare supplier declarations, material information, BOM data, test evidence, and product scope before deciding what needs to be added.

Check first in practice

  • Supplier declarations
  • BOM and material information
  • Test evidence and customer questionnaires
