What this hub helps organize
The sections separate legal concepts, product and material context, supply-chain evidence, and common customer requests. That makes it easier to identify which requirement a report, declaration, BOM, or questionnaire should answer.
PPWR basics, scope, and packaging concepts
Confirm the market, which components are packaging, and whether the work concerns sales, grouped, or transport packaging. If the packaging level is wrong, the later data and responsibility analysis will also be wrong.
Check first in practice
- Product and EU market
- Packaging components and materials
- Sales / grouped / transport packaging
Economic operator roles
Manufacturer, importer, distributor, provider, and where relevant producer / EPR roles cannot be assigned from a commercial title alone. Review market placement, brand, import, and the actual supply model.
Check first in practice
- Who places packaging or products on the market
- Brand and import context
- Who should issue customer documents
Substance requirements
Article 5 addresses substances in packaging and substances of concern. Four-heavy-metal data may be one part of a customer request, but SoC and REACH SVHC should not be treated as the same legal concept.
Check first in practice
- Packaging materials and supplier evidence
- Scope of requested tests or declarations
- SoC, SVHC, and other cross-cutting rules
Recyclability, recycled content, and minimisation
These topics involve design, materials, and evidence; they are not work that a chemical laboratory can complete alone. Conditions, technical rules, and application dates should be confirmed against the law, later acts, or authoritative guidance.
Check first in practice
- Design and material composition
- Recycled-content information
- Recyclability / minimisation evidence
Reuse, labelling, and QR / digital information
These topics often involve product design, packaging design, marketing labels, logistics, and data management. If a customer first asks about a QR code or label, confirm the cited requirement, packaging scope, and timing.
Check first in practice
- Provision or specification cited by the customer
- Packaging type
- Data source for labels or digital information
Technical documentation, DoC, and supplier information
PPWR documentation does not end with finding a template. Map components, materials, supplier data, existing evidence, responsibility roles, and the document the customer actually needs before building traceable technical documentation or DoC work.
Check first in practice
- Packaging component and material list
- Supplier declarations and supporting evidence
- Document owner and customer requirement
Transport packaging and customer PPWR requests
Outer cartons, pallets, stretch film, straps, and other transport packaging are easy to miss. When a customer asks for a PPWR declaration, questionnaire, or evidence, first identify the packaging category, requirement, and whether they need testing, material information, a DoC, or a full technical file.
Check first in practice
- Every packaging level
- Transport-packaging suppliers and materials
- Customer-requested evidence
